Zeinabou Mindaoudou Souley, International Data Centre
Dr. Zeinabou Mindaoudou Souley has been the Director of the International Data Centre (IDC) Division at the Comprehensive Nuclear-Test Ban Treaty Organization (CTBTO) since 18 March 2021.
She has many years of experience working in the technical and political fields of nuclear science and technology, including nuclear power and nuclear security.
Prior to joining the CTBTO, Dr. Mindaoudou Souley was the chairperson of the High Authority for Atomic Energy of Niger (HANEA), which is the National Authority under the Office of the President of the Republic of Niger in Niamey from 2014 to 2021. The HANEA hosts the country’s National Data Centre (NDC) and operates and manages International Monitoring System (IMS) stations PS26 and RN48. During this period, she was the station manager and Principal Point of Contact (PPoC) for the CTBTO and oversaw the installation and certification of RN48 in Agades.
From 2016 to 2021, she was also the vice chairperson of CTBTO’s Working Group B.
From 2014 to 2020, Dr. Mindaoudou Souley held several prominent roles in the Republic of Niger, including chair of the Technical and Scientific Advisory Committee for the country’s nuclear-related activities, chair of the National Nuclear Security Committee, secretary general of the Strategic Orientation Committee for the Nuclear Power Programme (NEPIO/Political), as well as chair of the National Technical Committee for the Nuclear Power Programme (NEPIO/technical).
From 2018 to 2020, Dr. Mindaoudou Souley served as the Republic of Niger’s Governor to the Board of Governors of the International Atomic Energy Agency (IAEA).
She was the National Liaison Officer (NLO) for the IAEA from 2014 to 2018, as well as the national coordinator of the Regional Cooperative Agreement for Africa on Research, Development and Training in Nuclear Science and Technology (AFRA).
Dr. Mindaoudou Souley was the special advisor for nuclear applications to the President of the Republic of Niger from 2012 to 2014.
Her work in academia, in particular at the Abdou Moumouni University (UAM) in Niamey spans decades during which she served in the following capacities: head of the Nuclear Physics and Chemistry department and the head of the Nuclear Instrumentation and ICT Laboratory of the Institute of Radioisotopes (IRI) from 2005 to 2012; deputy head of the same department from 1998 to 2005; and dean of the Electronics Laboratory of IRI (UAM) from 1990 to 1998.
She continued to be a lecturer at the Faculty of Sciences and Techniques of UAM from 2011 to 2021.
Dr. Mindaoudou Souley earned her doctorate in Applied Physics from the University of Paris13, Villetaneuse, France and her postgraduate degree in in-depth studies on optical and microwave communications from the University of Limoges, France.
Her undergraduate degree is in electronics instrumentation engineering from the University of Setif, Algeria.
Dr. Mindaoudou Souley has continued to expand her knowledge in the scientific and nuclear fields by attending various training courses and workshops, whilst also obtaining certificates in the areas of scientific and medical nuclear instrumentation, ICT, nuclear physics, medical physics, and nuclear security.
Dr. Zeinabou Mindaoudou Souley is dedicated to bolstering the participation of women in the domains of nuclear science and nuclear security and is a founding member of the Network of Women in Science and Technology of Niger, Women in Nuclear Network of Niger, and the Forum of the Nuclear Safety and Security Authorities of the G5 Sahel countries and Senegal (FASSN G5 Sahel and Senegal).
